Open Question: does this sound past casual to you?

i have been casually seeing this guy for 18 months.lately he is puzzling me doing silly things like leaning in for a kiss for no reason,kissing me goodbye on the lips,holding me before and after sex,calling me babe,telling me things about him and his business he has never told me before,i was having a row with my housemate and he offered me his empty apartment that he rents out to stay in no problem and when we are meeting up he will clear his day to see me,always meets up at a time that suits me.does this sound past casual?does he have feelings for me?is this a 'relationship?'.even if we only see each other maybe 2 times a week?
